In September 2022, when world leaders met in New York for the previous edition of the UN General Assembly, much of the week was dominated by Western officials’ efforts to win over the so-called swing states—countries including India and South Africa that were sitting on the fence about the war in Ukraine. But many of these countries were not content to be part of an unreformed United States–led Western order.
