Edward Luttwak’s assertions in his response (Letters, Sept. 12) to my op-ed (“Station U.S. Troops in Poland, Not Germany,” Sept. 6) seem to be more bias confirmation than analysis of the security environment. First, U.S. troops are based in Germany because that is where our legacy military installations are located, rather than because they are “conveniently stationed there to be deployed anywhere in Europe or beyond.”
