Russian President Vladimir Putin never expected to find himself 18 months into a major war in Ukraine. In past entanglements, including the one he inherited in Transnistria (the breakaway region in Moldova) and the one he created in 2008 in Georgia, for instance, he was content to let conflicts simmer.
