At the North Atlantic Treaty Organization’s July summit in Vilnius, the focus will necessarily be on support to Ukraine. But as NATO’s Strategic Concept makes clear, the Alliance also needs to respond to a broader set of challenges, with those arising from Russia particularly acute.
