Finland’s Long Road West

A rethinking of Finland’s post–Cold War (1990–2021) relationship with Russia has grown in the past year, much as happened after the collapse of the Soviet Union some three decades earlier. Previously, the end of the Cold War was consideredthe end of Finlandization and Moscow trying to limit Finland’s sovereignty. Finland’s decision to seek NATO membership and the sea change in public sentiment and foreign policy toward Russia mark a definitive pivot in the relationship between these two geographic neighbors.
