Ukraine's Nightmare Is Only Just Beginning

I used to spend long hours as foreign secretary listening to German leaders explain the deep roots of their reluctance to confront Russia, and the special role played by Berlin in persuading Moscow to be reasonable. The speech of the new chancellor, Olaf Scholz, on Sunday represented a remarkable transformation of that approach — a massive new commitment to defence expenditure and the beginnings of a plan to reduce dependence on Russian gas.
