The Folly of Trying to Empower Iran's Moderates

U.S. policy on Iran has at times fallen victim to the belief that Washington has the capacity to empower moderates within the regime. Given its pledge to rejoin the Joint Comprehensive Plan of Action (JCPOA), the new Biden administration may be similarly tempted.
