Some of the biggest recent homegrown French terrorists— Mohammed Merah, Mehdi Nemmouche, and now Amedy Coulibaly—were not religious men who suddenly became radicalized. Instead, they were non-religious petty criminals who were recruited by radical Islamists while in prison.
