It is the function of intelligence services to be invisible in the case of success and to be an object of blame in the case of failure. This was certainly the case when it came to the terror attacks on the offices of French satirical magazine Charlie Hebdo and elsewhere in Paris last week, with French security, one of the world's most efficient services, coming in for direct criticism and with additional blame attributed to other European intelligence agencies.
