He’s right. The document is a sort of Five Year Plan without Stalin. Just as interesting as its contents, is the fact of its very existence. This feels like grown-up government, more of a business-like approach than the usual fudge we suspect governments create to give themselves wiggle room. It’s different from vague manifesto pledges, which are often watered down or ignored.
