Indian-Rwandan relations have been strong - and growing - since Indian forces constituted the bulk (PDF) of the United Nations Assistance Mission for Rwanda following the country's notorious genocide. Beginning in the late 1990s, the two nations have been expanding trade and educational exchanges. Roughly 1,000 Rwandan students are studying in Indian universities and just this month, the two countries signed an agreement to boost medical research and training in the African nation. While the agreements and deepening ties may not yet rise to the level of strategic significance, they are indicative of what Rwanda's High Commissioner William Nkurunziza recently described as a "complete partnership that involves the government, the people, the media and civil society."
