Russia may warmly embrace those fleeing the U.S. with a flash drive full of NSA goodies, but the population at large was seen as less-than-welcoming to international visitors. The Travel and Tourism Competitiveness Report highlighted the country's dangerous roads and poorly-trusted police force as being additional impediments to a robust tourism industry, despite Russia's copious natural beauties and numerous World Heritage locations.
