Relations between Algeria and the U.N. have been contentious since 2007, when the fallout of a deadly al-Qaeda terrorist attack led to a variety of internal investigations pinning blame on Algiers. One initial report of the attack, which left 17 dead, criticized the Algerian Interior Ministry for failing to act on warnings of an impending attack.
